Your rights

Accessibility & language

Everyone should be able to apply, live in our housing and use our programs. Here is how we make our services accessible, how to ask for an accommodation or an interpreter, and your fair housing rights.

Reasonable accommodation (Section 504 & ADA)

If you or a household member has a disability, you can ask us to change a rule, policy, practice or service, or to make a physical change to a unit or common area, so that you have an equal opportunity to use and enjoy your housing. This is called a reasonable accommodation or reasonable modification, and you can ask at any time — when you apply, while on the waiting list, or as a resident or voucher holder.

Examples

  • A ground-floor or accessible unit, or a transfer to one
  • Grab bars, a roll-in shower, visual or tactile alarms, or a ramp
  • A live-in aide, or an extra bedroom for medical equipment
  • An assistance animal in a building with a no-pet rule
  • Letters in large print, a home visit instead of an office appointment, or extra time to respond
  • A larger payment standard (up to 120% of FMR) for a voucher family that needs it

How to ask

  • Ask in any way — by phone, in writing, in person or through the portal. A form is available, but you do not have to use it.
  • We may ask for verification that the person has a disability and needs the accommodation; we will not ask for a diagnosis.
  • We respond in writing. If we cannot grant the request as asked, we will talk with you about an alternative that meets the need.

Accessible units

Our developments include units designed for people with mobility impairments and for people who are deaf, hard of hearing, blind or have low vision. Applicants who need the features of an accessible unit are offered one before applicants who do not.

Language assistance (LEP)

If you do not speak, read or understand English well, we provide free language assistance so you can apply and take part in our programs. You will not be asked to bring your own interpreter.

  • Free interpreters, in person or by phone, for meetings, interviews, hearings and phone calls
  • Translated vital documents, including applications and key notices, in Spanish and other common languages
  • This website in English and Spanish — use the language switch at the top of every page

To ask for an interpreter, call us and say the name of your language. We will connect you.

Free interpretation in any language: (973) 555-0100, press 7. Interpretación gratuita: (973) 555-0100, marque 7.

“I need an interpreter.” · “Necesito un intérprete.” · “Preciso de um intérprete.” · “我需要翻译。” · “Kailangan ko ng interpreter.”

Fair housing

We do business in accordance with the Fair Housing Act and the New Jersey Law Against Discrimination. It is illegal to discriminate against anyone because of race, color, religion, sex (including sexual orientation and gender identity), national origin, familial status or disability — and, under New Jersey law, also because of source of lawful income (including housing vouchers), creed, ancestry, marital or civil union status, and other protected traits.

If you believe you have been discriminated against, you may contact our Section 504 / ADA Coordinator, and you may also file a complaint with:

  • U.S. Department of Housing and Urban Development (HUD), Office of Fair Housing and Equal Opportunity: 1-800-669-9777 · www.hud.gov/fairhousing

Violence Against Women Act (VAWA)

The Violence Against Women Act protects applicants, residents and voucher families who are victims of domestic violence, dating violence, sexual assault or stalking, regardless of sex, gender identity or sexual orientation.

  • You cannot be denied assistance, evicted or have your assistance ended because you are a victim, or because of criminal activity directly related to the abuse.
  • You may request an emergency transfer to a safe unit, or move with your voucher, under our Emergency Transfer Plan.
  • The lease can be divided to remove the abuser while you keep your housing.
  • Information you give us about the abuse is kept confidential.
