Resident services

Programs that help families build savings, find work and stay independent — and the everyday things: paying rent, repairs, and keeping your household information up to date.

The resident portal

  • See your balance and rent history
  • Request a repair and follow its progress
  • Complete your annual reexamination online
  • Report a change in income or household
  • Upload documents we ask for
  • Read notices from the authority
Sign in or create your portal account

Paying rent

Rent is due on the 1st of the month. Pay by check or money order (no cash) in the drop box at the main office or your development's management office, or mail it to 400 Commerce Street, Northgate, NJ 07999 — write your account number on it. You can see your balance in the resident portal. Online card payments are not available yet.

Rent is due on day 1 of each month. A late fee of $25.00 applies after 5 days.

Repairs and emergencies

For everyday repairs — a dripping faucet, a broken cabinet, a light fixture — request a work order in the resident portal or call your management office during office hours.

Emergencies are answered 24 hours a day, 7 days a week:

  • No heat in cold weather, or no water
  • A gas smell — leave the building first and call 911 and the gas utility
  • Flooding, a sewer back-up or a major leak
  • Electrical sparking, or power out to the whole unit
  • A broken entry door or lock, or a lockout
  • A smoke or carbon monoxide alarm that will not stop or is not working

Family Self-Sufficiency (FSS)

Family Self-Sufficiency is a voluntary five-year program for families in public housing and the Housing Choice Voucher program. You set goals — a job, a degree, a business, owning a home — and a coordinator connects you with the help to reach them.
  • As your earned income goes up and your rent increases, the authority deposits the increase into an escrow savings account for you.
  • When you complete your goals, the savings are yours to use as you choose — many families use them toward a home, a car, school or paying off debt.
  • Coaching, referrals to job training, financial literacy and credit repair are part of the program.

Our FSS program serves up to 50 families. To join, contact the FSS coordinator.

Service coordination (ROSS)

Resident Opportunity and Self-Sufficiency (ROSS) service coordinators help public housing residents connect with the services they need:
  • Job readiness, training and employment
  • Benefits and health insurance enrollment
  • Services that help older adults and people with disabilities age in place
  • Youth programs, tutoring and summer activities
  • Food, transportation and emergency assistance

Community service requirement

HUD requires every adult public housing resident who is not exempt to complete 8 hours a month of community service or economic self-sufficiency activity. It does not apply to the Housing Choice Voucher program.

What counts

  • Volunteering with a nonprofit, school, place of worship or the authority
  • Job training, GED or English classes, college or vocational school
  • Counseling, substance-use treatment or a self-sufficiency program like FSS
  • Work at the development such as a resident patrol or community garden (not paid work)

Who is exempt

  • Adults 62 or older
  • People who are blind or disabled and cannot comply because of the disability, and their primary caretakers
  • Adults working at least 30 hours a week, or engaged in other work activities
  • Adults meeting the work requirements of, or receiving assistance from, a state welfare program (TANF)

Each year at your reexamination we review whether each adult is exempt or has completed the hours. Talk to us early if you are having trouble — we will help you find an activity.

Reporting changes and reexaminations

  • Every household is reexamined once a year. We send a notice well before your date; you can complete it in the resident portal.
  • Report changes in household members right away, and changes in income as your lease or family obligations require. A drop in income can lower your rent.
  • You can ask for an interim reexamination at any time if your income goes down.
